“Call for Action to Support Youth Aging Out of Care”

A young woman in St. John’s expressed fear and uncertainty as she approached her 21st birthday. Speaking anonymously due to her experiences in youth care, she highlighted the lack of preparation for transitioning out of care when her youth services agreement with the province was ending. In Newfoundland and Labrador, youths aged 16 to 17 in need of protective care can enter into individualized youth services plans, but face losing financial and social support at age 21, one of the lowest age limits in the country.

Shelby Arnold, from the non-profit organization Thrive, emphasized the challenges faced by young people transitioning from group care to independent living due to limited social worker resources and the abrupt shift to autonomy. Madison Pretty, who researched the province’s youth services program, noted discrepancies between policy and practice, with gaps in support for transitioning youth.

Advocates like Pretty and Daniel Hepditch called for extending the age limit and implementing mandatory transition planning to better equip youth for independent adulthood. They cautioned against rushed transitions, stressing the importance of supporting youths at their own pace. Concerns were raised about the consequences of inadequate planning, as highlighted in a Senate committee report criticizing the lack of support for youths transitioning out of care.

Despite the challenges, organizations like Thrive strive to empower youth through education, recognizing their strengths and potential. The need for a comprehensive support system for transitioning youths was underscored by Independent Senator Mary Coyle, who warned of the risks faced by those aging out of care without adequate support. Minister of Social Supports and Well-being Chris Tibbs was unavailable for comment.
