Four individuals linked to an investigation involving the production of explosives and firearms in London, Ontario, are now facing 19 additional charges, as per court records submitted on Tuesday. Jerry Tong, Zekun (Alex) Wang, Fei (Frank) Han, and Feiyang (Astrid) Ji were initially charged in January. All four have ties to Western University, with the three male suspects having backgrounds in the university’s engineering department.
The updated list of charges, filed at the Ontario Court of Justice, brings the total number of charges to 31, with some being joint charges against all defendants while others are specific to individual accused parties. The new charges encompass possession of five distinct explosive substances, possession of stolen property, and accessing computer data associated with firearm production.
The investigation traces back to January 24 when law enforcement responded to a trespassing incident at Western University, leading to the arrest of one individual near an engineering building. Subsequent inquiries led authorities to a residence in the University Heights neighborhood where the remaining suspects were apprehended. Police conducted an extensive search of the dwelling at 212 Chesham Place, where Wang, Han, and Ji resided, along with two other residences in Orléans, Ottawa, and Gatineau, Quebec.
Initially facing firearms charges, including handgun manufacturing and possession of a loaded restricted handgun, Tong, Wang, and Ji now confront new charges related to magazines, suppression devices, and another prohibited firearm possession. Tong and Wang are additionally accused of handling and carelessly storing a rifle.
Tong, who bears the bulk of the charges, faces additional allegations relating to incidents in other cities, such as storing rifles in Orleans, manufacturing a prohibited firearm in Ottawa, and possessing a rifle at an unauthorized Quebec location. While Tong possessed a firearms license, some charges are linked to possessing a firearm at an unlicensed site.
Moreover, Wang and Tong face fresh charges tied to events predating their arrests. Wang is charged with weapon manufacturing between September 1, 2025, and January 24, 2026, and both are accused of breaking into a Western building on October 9, 2025.
The accused individuals are now charged with possessing explosive substances, including pentaerythritol tetranitrate (PETN), trinitrotoluene (TNT), dinitrophenol (DNP), hexamethylene triperoxide diamine (HMTD), and lead azide. They were originally charged with possessing precursor substances and finished high explosives.
Additionally, all four face a new count of possessing Western University property valued at under $5,000. Wang is individually charged with accessing computer data related to firearms, specifically design files suitable for manufacturing devices using a 3D printer, metal milling machine, or similar system.
The number of charges per accused is as follows: Tong – 28, Wang – 20, Han – 11, Ji – 13. Two of the accused are out on bail, while two remain in custody, awaiting court proceedings. Tong is in custody without bail, Han was denied bail and remanded in February, Wang was granted bail with stringent conditions in March, and Ji is out on bail without sureties.
