California couple arrested on child abuse allegations

A couple from California has been taken into custody on child abuse allegations after a probe into a surrogacy operation involving a group of 21 children aged from a few months to 13 years, officials revealed on Tuesday. Guojun Xuan, 66, and Silvia Zhang, 39, are confronting numerous charges of child abuse, along with conspiracy to commit child abuse, accessory after the fact, and obstructing a witness, as stated by Los Angeles County District Attorney Nathan Hochman.

Addressing a press briefing on Tuesday morning, Hochman labeled the case as unparalleled and dreadful, emphasizing the egregious physical abuse and mistreatment inflicted on the very young children. Prosecutors are pushing for a $100-million US bail for the couple due to the severity of the accusations and their potential flight risk. The arraignment for the couple was slated to take place at the Pasadena courthouse later the same day.

Last year, authorities removed fifteen children from the couple’s lavish residence in Arcadia, California, following an abuse report, and identified another six children residing elsewhere. The children ranged in age from two months to 13 years, with the majority falling between one and three years old. Police suspect that Zhang may have given birth to one or two children, while the remaining kids were born via surrogates.

Hochman disclosed that the couple established a surrogacy agency, operating it from their dwelling to engage surrogates nationwide. Describing the house as a place of horror for the young children, Hochman detailed the setup of “learning centers” within the residence, where the children spent considerable time each day under nanny supervision.

The couple utilized an extensive surveillance system, including motion-activated cameras, to monitor the nannies physically abusing the children, even instructing them to inflict beatings. Following scrutiny of surveillance footage, an arrest warrant was issued for Chunmei Li, a nanny observed harming the two-month-old infant. Hochman assured that justice would be served, with one defendant facing over 17 years in prison if found guilty.

Further investigation is underway to determine the couple’s motives and the parentage of each child. The defense attorney of Xuan, Mitchell Krems, previously highlighted his client’s aim to nurture children into contributing members of society. California, known as a surrogacy-friendly state, lacks comprehensive federal regulations on surrogacy, with state laws governing the practice.

Authorities are investigating whether the couple misled surrogates, with at least eight women claiming they were aggressively pursued by the couple to act as surrogates, providing misleading or incomplete information about their family circumstances and intentions. One surrogate, Kayla Elliott, is endeavoring to gain custody of a baby she delivered for the couple.
