Prime Minister Mark Carney is set to visit St. John’s on Monday to hold discussions with Newfoundland and Labrador Premier Tony Wakeham and Quebec Premier Christine Fréchette regarding an upcoming announcement related to energy security and economic development. Negotiations surrounding a potential new agreement concerning Churchill Falls energy have intensified in recent days. Radio-Canada has confirmed Fréchette’s visit to Newfoundland for the signing of this agreement.
A news release from Wakeham’s office, issued on Saturday evening, disclosed the attendance of Fréchette, Quebec’s Energy Minister Bernard Drainville, and Hydro-Québec’s President and CEO, Claudine Bouchard, at the event scheduled for Monday. Hydro-Québec, in a separate news release, invited reporters to an exclusive briefing on Quebec’s energy security announcement on Monday morning, led by Dave Rhéaume, the company’s executive vice-president.
Additionally, a media technical briefing by Natural Resources Canada is planned in Ottawa. Further details about the announcement in St. John’s were sparse, except for the timing at 1:45 p.m. NT. Later, the Prime Minister’s office confirmed Carney’s attendance at the event.
Insider sources have revealed that the new deal entails guaranteed transmission access of 985 megawatts through Quebec, allowing Newfoundland and Labrador to sell up to this specified amount to external markets. The agreement also includes a substantial increase in electricity allocation for both provinces compared to the previous memorandum, with Quebec potentially receiving around 10,000 megawatts and Newfoundland and Labrador between 2,350 to 3,000 megawatts.
To achieve this enhanced electricity production, the parties have agreed to enhance the hydroelectric facility at Gull Island and boost the generating capacity of turbines at the Churchill Falls plant. Notably, the new agreement incorporates wind power, a feature absent in the prior MOU signed in 2024.
